As a Social Care Network lead entity, the organization was required to provide a comprehensive training plan under the New York 1115 Waiver Amendment for its contracted providers — covering HRSN screening, navigation, and services for Medicaid members across multiple regions. No centralized system existed to manage training across organizations with varying roles and compliance requirements, and tracking attestations, completions, and user management across hundreds of organizations demanded a scalable, externally supported platform.

Digital Blue managed the implementation of an externally supported LMS, configured to the SCN's program structure and built to handle diverse course modalities, role-based training, and user management across hundreds of organizations. The platform delivered compliance and HIPAA training, systems training (Unite Us, Millin Pro, and others), and SCN program overviews — through downloadable guides, self-paced courses, and live and recorded webinars. It automated attestation and completion tracking for provider and state reporting, handled onboarding and offboarding across organizations, and included built-in support ticketing and automated notifications. The result is a single, compliant platform serving 2,815 active users across 227 organizations, with 65 courses available and a scalable architecture that grows with new programs.
